A new power station (2X110 MW) was planned on the banks of Budhi-Gandak River near Kanti, Muzaffarpur. Although the units of both the stations were commissioned in mid-1980s, Bihar was already generating surplus power compared to north India which was facing a shortage. A Memorandum of Agreement was signed between Bihar State Electricity Board and NTPC on December 26, 2005 to promote a joint venture company namely Vaishali Power Generating Company Limited. The venture was aimed at taking over and reviving and operation of plant. The name of the company was changed to Kanti Bijlee Utpadan Nigam Limited (KBUNL) on October, 2008.
The equity share among NTPC and BSPGCL is 65% and 35% respectively. The two units were renovated and modernized by KBUNL and were commissioned in November,2013 and November,2014 respectively. The power generated from these units is allocated exclusively for Bihar.
Under the MoA with NTPC, KBUNL had to take up expansion of Muzaffarpur TPS (MTPS) by implementing 390 MW (2X195) power project. In implementation of the same, Unit III and IV were synchronized on March 31 and 24 2015, respectively.
